It does not resist storm surge or standing water, and no window does. This site states that explicitly and repeatedly because the worst 2022 damage in this region was caused by water, not wind. - **The 50% rule is the defining local issue.** Where repair or improvement costs reach half the value of the structure, floodplain rules can require the whole building to be brought into current compliance, potentially including elevation. The local floodplain administrator makes that determination — not a contractor and not us. - **The regional rebuild is recent, not old.** Repairs date from 2023 onward. The risks are open permits, warranties held against entities that no longer trade, and work that has not yet been tested by time. - **Many newer Collier and Lee homes were built compliant using SHUTTERS**, not rated glazing.
